SEMA is a social enterprise that provides citizens a way to give meaningful feedback to improve public service delivery.


SEMA has been in operation for two years now partnering with the Justice Law and Order Sector (JLOS), Kampala Capital City Authority (KCCA), and the local government. Our modes of collecting citizen feedback are In-person interviews, feedback rating devices, toll-free, and USSD-code. These modes have been used at 26 public offices in Kampala, Mukono, and Wakiso including health centers, police stations, courts, and municipal offices and Over 66971 citizens have given feedback through these modes and more are still coming in. To ensure that the feedback citizens provide is worked on, monthly reports are provided to these institutions so that they can also know what citizens think of the services they provide and also know where to improve. We also follow up with the institutions to see if they are using these reports to improve their services.
