Persons with disabilities are among special minority groups that seem to be excluded from the digital society and its culture despite deep and continued penetration of digital technology (Lang, 2017).

The ICT policy for persons with disabilities defines ICT as communication that includes languages, display of text, Braille, tactile communication, large print, accessible multimedia as well as written, audio, plain-language, human-reader & augmentative and alternative modes, means and formats of communication, including accessible ICTs such as computers, mobile phones, the internet, automated teller machines(ATMs), digital systems like recorders, cameras, lifts among others.
